We have a couple of climbing rose bushes (do not recall specifically what they are) which respectively had one bloom and now zilch. Last year, one did really well and the other did have a couple of blooms.

My quiz is, what prevents roses from blooming, or even budding? Our little dog did pee on them at one time or another, if that has any effect. We do feed them next to some rose "food" and they do get watered. Is there a track we can get them back into shape?
Answers:    Are they surrounded by full sun or in the shade? Roses don't take powerfully to shade. Also climbers are heavy feeders and need plentifully more than standard rose bushes both in nutrients and water. I own heard it said that you can't over water a rose and I believe it. The most prolific climbing rose I ever saw be one which was outside my sisters kitchen. She dumped her dish water on it day by day and it bloomed profusely.
I am not a rose expert but I do have several climbers here left over from the ending owner. They seem to better every other year. They really love Miricle Grow and do better when I take the time to nurture them once a week.
