would like to put a brand new finish on my wood floor. the finish on it now is shelliac. what is best as the floor is looking rough.

Can't really renew shellac. It's too soft and not very durable anyway.
Rent a sander and strip it. You'll obligation the drum sander for the main subdivision of the work and the rotary sander for along the walls.
Yes, plan to put down at least two coats of floor-grade polyurethane.
And verbs, clean, verbs. Between sandings, and between coats of varnish be sure to vacuum. Damp mop between coats of varnish.
