Answers: If you live in the Northern parts of the States where on earth the temperature get really cold I would say you must cover the outside faucet to protect it from freezing. I own seen the faucet and in the region of 2 feet of the copper pipe inside the house freeze solid contained by single digit numbers. As for the green plastic pipe I would say it will freeze. The problem beside freezing is that water expands when frozen and ruptures the pipe and faucet. The concrete problem is when it thaws out, the hose starts to flow and flooding starts. If you don't need the wet or the pipe during winter then I would disconnect and drain out adjectives the water and lurk until the temperature get above freezing (32%F)
buy some foam pipe insulation its quite cheep
