Beetle has a surefire way, I in recent times hung an outdoor clock this way. A mason recently advise, though, to use Tapcons if the head won't be visible. They are much easier to return with in and stronger than anchors in his evaluation.

Drill a hole with a masonry bit.
Insert a plastic wall anchor.
Insert a screw into the screen and anchor.
