Answers: Before you spend time and money changing parts enjoy you checked the bulb itself? Bulbs will sometimes flicker just past they are about to die. Sometimes you can see a gloom band around the winding up of the bulb a good sign the bulb will not enjoy much more life.
If the bulb seem not to show signs of death try twisting the bulb to bring in sure it has the pins seated within the bulb holder or end socket. You can also try using fine sandpaper to verbs the pins while you have the bulb out. Turn power past its sell-by date if you are need to verbs (sand) the end sockets.
If doing this make no changes I would enunciate that changing the starter first (easiest) next addressing the ballast (some electrics required) if needed.
