Maybe the frail drain isn't functional anyway, why else would someone close it off. The physical question is, why is in that water surrounded by your basement?

if small amt muriatic tart is a solvent for limestone main ingredient within concrete
be careful i almost judge have a mason do it chew over may need a license to bar acid
if too plugged acid may cut it

Answers:    Check with your local building codes. A year or two ago, the township I lived within banned roof and underground store drains that led to the municipal sewer system. They even have inspectors go house-to-house beside smoke bombs to check for this. It may have be filled contained by for just that use.
