Answers: siphonage work on a gravity principal and also on a vacuum principal..without a pump, the cistern you want to fill have to be lower than the tank you are taking it from, it works after a vacume is created and them gravity kick in.
fluid will seek its own plane, once the fluid starts to flow into the lower direction, it will continue unitl a air-gap forms, breaking the vacuum effect.
