I used double sided tape to stop plastic runner from moving i own now lift the runner but cant remove a big plack sticky mark from my reading light colored carpet.

capture a cloth that you will not use any more.
get some turpentine spirit.
put some spirit onto the cloth. Rub the nouns u want to remove. The glue sticky substance will dwindle resistent. Keep onto it. Use sufficient turps.
and there u move about!
Answers: I can't know for guaranteed HOW TO, with good opinion to the substance, but I do know this much. Extraction would be the better process.
The issue you face in relation to any substance that will dissolve the residue, also adds the risk of of late spreading some of it, creating an even larger stain. Certainly that would also relate to the species of fabric the hearth rug is made of.
No offense, but if I believed in everything BILLY MAYS sold on TV infomercials, I'd own a house full of useless stuff
As suggested however, there are products that would probable dissolve/loosen the residue, such as GOO GONE, or even Mineral Spirits, but that doesn't promise the stain will be instantly SUCKED out of the carpet fibers. In certainty if any of the stain leaches to the base, and beyond into the lagging, it will leach back at some point.
