Answers: Mud will stick to paneling, but you will want to prime it first. Scuff it up with steel wool, afterwards use a product like Zinsser 1-2-3. The mud will hug to that nicely. Good luck.
Edit: I see that I read the sound out properly. You are trying to do a FAUX tile finish, not actually using tile. I guess not everyone read the entire question.
Tile should be applied using a "Mastic" or a "Thinset" mixture of some sort, I basically want to make sure that you know this as drywall compound or amalgamated compound will NOT work in holding your investigational tile in place, as it have no flexibility to it.
