When pigtailing from a junction box to a recessed street lamp, what length should the pigtail be? Should the wire remain inside the romex ?

The flex must remain in the romex if it is outside of a box or other protective covering (conduit...).
You call for about 5 inches of flex in respectively box to aid in connecting the wires.
The Romex jacket should be stripped from the
wires ~1/2" beyond the cable clamp inside the box.
The lead 'pigtails` should be long enough to work beside,
(6" beyond the edge of the box is the standard).
When you've made your connections, 'accordian` the
chain back into the box and anchor your fixture.
