I need to replace the stop cock inside my house, because it have jammed solid. But when I use the outside stop cock (with a special key) It does not completely stop the water.

My interview is if it is the responsibility of my water provider or will I be billed If I phone to ask them to sort it out?

It is the responsibility of the council to maintain the pipes up to the point of entry to you r property - this should include a method of isolating the supply. Give them a ring first to check.
