does anyone know of any frugal ideas on how to craft a rail for limp clothes & making shelves without brackets.?.?

You can buy two plastic "cups". One is an roofed recessed circle, the other is a half recessed circle.
They want to be anchored into the wall, into a stud preferably.
You'll have to do some accurate measure from ceiling and from the back wall so that the cups are equal distant from the rear legs wall and ceiling, so the pole will be level and straight.
Proper length screw are necessary.
A pole of proper length can be inserted into the sheltered circle, then "dropped" into the partially circle, with the start on half UP.
Shelves can be made by anchoring a strip of wood into disparate walls, level, same as above, and shelves can rest on those strips of wood. You can anchor those to the wall strips or not, as you resembling.
Answers: You can cut blocks of wood(1x4,1x3,1x2) cut a vee into them and install against the wall. The rod will sit contained by the vee and not roll out. Feel free to modify the vee to your satisfaction. This is great if you own some scrap wood aorund the house.
For shelves, build a frame that fits tight to three walls, height and attach to studs, cover with plywood. (note) the longer across the sjelf will be the bigger the wood you will obligation for the frame.
You can use the chain method to support the front of the shelf if neccesary.
