He closed up the wall without getting the framing inspected. He never put a header within or insulation. Can I cut the old header (from a slider window-right subsequent to the new double hung) and put a header surrounded by from the inside? Don't want to attempt to take siding bad again, since contractor had to do it twice merely to even up the new window!
Yeah you can do it, but its a real shame and I hope you report this guy to the state building dept. Just bring your time spread out drop clothes and take your time so you don't hold to do it again,
Good luck

You could rip out the interior wall and put in the header. Then adjectives you'd have to do is to replace the interior wall after you put surrounded by the insulation and you will be all set.

You should be in motion after the contractor.
Answers:    Yes you can install a new header from the inside. First I would install some makeshift support. Check which way your ceiling joist run, than lay a 2x6 on the floor and another one on the ceiling straight down to the ceiling joist's and wedge some 2x4or 2x6 between the two to product sure the ceiling will not collapse on you . This temp. support should be as close to the window as possible. After that you can remove the drywall and install a hot header.
