yes it is, but be careful what colour grout you use, i did this myself...used white grout...hermetically sealed it, and it got horribly stained, by spilt coffee etc. was forever cleaning the grout so it didnt look adjectives. im now contained by the process of removing the tiles..im going back to laminate.
We had clay tile put over the Formica counters tops in our previous house. They chose to put down a sheet of cement board first fairly than trying to do anything with the Formica. It worked out immensely well.
It did bump up the counter tops up an additional 3/8" but that be really not a problem.

The issue is that MICA if thats the surface, is not porous. You could scuff it, but I'd remove it.
I tile every day of my vivacity, and have done counter tops. I suggest you install concrete sponsor board at least, for a hindmost splash, use a tile that has bull snout pieces, and use 1/8 spacers for grout lines.
