Answers:    You will need a scroll saw if you want the cuts to be accurate. It have a very diluted blade and you can make the curves glibly.
How do you MAKE a balloon?
If you have access to a belt saw, you may have some luck beside a very small blade. Another choice could be to try a coping saw, but, that's a lot of appendage work!
