I was told that putting bat in between the joist in the vault ceiling wouldn't improve the insulation because the joist themselves conduct heat. Is this true? What other solutions are nearby?
That is untrue. If you insulate the underside of the floor (Between floor jousts) it will help variety the floor warmer. I own a crawl space under my house & insulated the floor & my floors are not freezing cold approaching they used to be.
Considering that HEATED nouns rises, not COLD, and without knowing at adjectives if your basement have ANY ambient heat or voids that exact it to remain 20 degrees colder than level above it, I suspect major work within the basement, might be a fritter away of funds...Especially if it isn't a LIVING area.
Further assuming that in the confines of YOUR basement ceiling, might be access to plumbing, electrical, and Duct work, you might consider a dropped ceiling and some minor insulating substances above it, to retain access to the utilities.
WOOD, heat/cold conductivity is minimal/negligible at best, and undeniably a basement BELOW a ground even will incur a lower Temp standard the the rest of the dwelling, unless it's also heated.
For a SENSE of warmer, demonstrably you can cover windows, if they exist, You can lay out ancient carpet, you could use construction category foam sheets on the walls, seal any voids, etc. etc., you might even compromise surrounded by the temps on upper levels, that don't dictate wearing triple layer of fiberfill clothing.
Since we don't strictly know the details of your situation, you might more worry give or take a few HEAT escape, from any levels above the underground store first?
Insulation, in it's most strictly defined format, used surrounded by a basement, might certainly keep any ambient bake generated contained by a basement,,,IN THE underground store.

Answers: There are too many other places for cold nouns to seep up from the subterranean vault to be worthwhile putting fiberglass or other batting between the joist.
The thing to do is to find fiberglass bat in giant rolls, uncut, that are 8 foot high. Roll this out around the walls of your subterranean vault and attach with masonry staples. This will turn a long way to keeping roast in, and is required by code for an partial basement surrounded by many areas. Also get sure the sill plate is caulked, and put spray foam insulation or caulk around windows if any. Check for drafts coming into your crypt and try to close them. The spray foam in a can is great for that.
Also, if you enjoy windows surrounded by the basement, cover them beside several layers of bubble-wrap surrounded by cold weather to help insulate.
