Answers:    You absolutely cannot tile over it, no event what anyone tells you. Remove it and install a membrane near a mud/concrete base. The xtra money it will cost will be recovered by a problem free tile profession. Also check a few web sites close to "DIY Network". Do it right.Do it once

The best way to stabilize it is to imbue the gaps beneath the metal if you can get to from the sides pour some gooey plaster (one part cement and two parts sand) and press the foundation of the shower over it,if you dont'have access opening the base out and reform it with concrete and later tiles, or live with the live bottom shower.
In any satchel dont'put tiles on top of the metal,it would be a excess.
