it is a tilt out window, or at smallest thatis what i think it is call. it is the kind where on earth you can pull most of the pane out to clean it. and it will not move for the existence of it and its not because of paint it is just plain stuck
Answers:    Make sure the porthole edges are free of paint and caulk. Might try to run a thin blade between the windowpane and the frame to see if there's anything making it stick. Also, try spraying WD-40 or Liquid Wrench at the pivot point and let sit for a few minutes. Might of late be rusted tight.
You say it is not painted shut. The other problem is the symmetry mechanism is broken and will not tolerate the window budge up or down, Look inside to where the bottom of the pane is and see if you can see this mechanism and that here is nothing blocking it. You might own to remove the side jambs to replace the problem. Tilt the window within and remove the window from the rail. On one side you will see a nylon cord or maybe a spring, depending on factory owner. See if you can move it then. You can install the porthole without putting the pins on the windowpane into the holes on the balance apparatus. This way you can close the skylight to keep out the cold .
