loosen the nut on the wheel--this just make it easier to pull on the cassette (less tension) put the tape on the joystick , pull on it for a few inches after slide the strip of tape between the rubber & the peice of metal below it.sort sure the sticky side is facing away from the rubber.pull it up over the rubber to the blade. that's it.

BUT, if this is handcrank, or powered dispenser, in that should be a loading diagram inside the cover.

Answers:    We need more details. If it is hand-held one the roll of cartridge slides onto the bar from the side, beside sticky side down from cutting teeth. If it is a desktop one its boxy cover usually lift up and then you raise up a retaining bar and only drop it in.
