Answers:    House wrap should be installed on the original wall sheathing. Install wrap first and after r board. This will also be much easier for installation. Wrap can be held by stapling with a tack hammer stapler. Goes very quick and r board will hold wrap securely.

If you're not going to stamp the seams of the wrap beside tape (I'm not conversation scotch tape) don't bother putting it on. Not sealing the seam and all the 'staple holes' (you should in fact use nails designed for fabric) defeat the purpose of house wrap entirely.
