I want to enlarge an existing latch hole by solitary 2 or three millimeters in diameter. Can I use a spade bit for that?

Yes if you first glue contained by a piece of wood neatly to hold the spotlight tang of the spade bit, otherwise it will only cut a frayed hole. Let the glue set overnight otherwise the wood will freshly spin!
I tend to use a Forstner bit as a better alternative, but these are usually more expensive, unless you buy a short one that kitchen fitters use for the hinge holes.
