Obviously the intent was a more environmentally friendly structure; but I'm not so sure it would be "cheap". Certainly scour construction sites/ city works depts. tearing up sidewalks; etc. would incorporate to reasonable sources of textile supplies. Depending on where one is located; even a cultivator clearing a field of rocks might be a source.
As I said; I researched it a bit, and the premise is to use smaller amount concrete. Certainly zoning and code regulations would have to be investigated; as this type demands indubitable soil types; etc.
Then I found this link; which might submit other alternatives.

In any case; where on earth it's viable; I'm all for alternative materials.

It may be an environmentally friendly structure as Doc say. But how much fuel are you going to use searching, scour and seeking out farmers to find debris. Unless you hold a construction site near I suggest buying a load of rock might be better
