Answers:    the origin that the gm cars of that era's paint is peeled rotten is their crappy new paint that they have to pay lots of population to have their cars repainted.

To fix these cars, they should be properly sand and all of the clear areas that are blistering need to be sand back to really accurate areas with no little blister areas. Actually to be best, should be medium blasted but i know that's not going to happen.

So you should at least possible sand you car next to 220to 320 grit wet broadsheet, even if you are making a decoration...

Then you can use anything paint like acrilic enamel floor paint for your design work. theres lots of colors at house of kolors, or you can use stuff like 1 spot sign paint, and the approaching.

If you know someone who does air brushing, they should know where on earth to get the supplies, effect spray cans do not own anywhere near the control that nouns brushes do when you are trying to make a mural.
Sand rotten the original clearcoat formerly painting it. Use a primer that is to say suitable for the paint he will be applying. You will need to turn to your local craft store to find compatible paints.
Then, when it's done, yes, you can place a clearcoat over it.
