Answers: For the Legato Carpet tiles, you can install over a clean, dust free floor, even vinyl. Also unless you know for sure that the vinyl is asbestos free, I would not remove the flooring.
i would read out take up the vinly floor as this will probaly be easier to do, to remove the vinyl confidently you can cut it into rools with a stanley spear
