People are always skeptical roughly speaking asbestos. You don't get lung cancer from a couple second or minutes of this stuff. It's over the course of YEARS of medium to high-ranking levels of this stuff. If asbestos products are disturbed, the fibers/ dust particle are soo small they get EVERYWHERE.

The individual part explicitly illegal to remove it is not notifiying the right ancestors before you do your project. That and reliable safety measures HAVE to be taken. In most states it is not against the tenet to remove it yourself.

Your best bet is to just evacuate it be. If you don't need to disturb the product disappear it. Otherwise call and hire a professional since you're asking nearly this.

Commonly used on elder steam / hot water heat furnaces & coal to oil conversions.
As mentioned , it is a hazardous fabric if disturbed & a certified abatement / removal contractor is required.
Could be lucky & it will be old chalice fiber insulation which will have duplicate type sewn on. painted muslin wrapping as used on asbestos insulation.
Best to call a licensed contractor to see what it is & if it must be removed or re-encapsulated if explicitly an option.
If any plumbing requests to be done, the heating contractor will know who to bid & may also be certified to do abatement/ removal if necessary.

Answers:    Mcguyver is correct. You are allowed to remove that of which can be placed into (3) single 20 gallon plastic bags - no more. More than (3) - technically is unofficial and must be removed by a licensed abatement firm. it also then must be labeled as hazardous textile and disposed of as hazardous material. Understand that if more than (3) is found and can be traced fund to you - you will incur huge fines!
Please have on a respirator style pall and not the simple paper shroud you find for $1.29. Wet down the pipes as suggested - have everyone sign out the house - block out all nouns vents and cold nouns returns... but here is the thing - why are you doing it? Also, are you sure it's asbestos or are you assuming?

if its on your own cellar pipes, you can return with rid of it- airborne asbestos is what you want to avoid- soak it down with a hose down filled spray bottle after carefully remove it & double pouch it- wear disposable gloves and a respirator-dont create any dust and clean up thoroughly- if its for someone else, dont do it- we're contained by the age of liability
