Answers: Yes. Take your shoe to a cobbler (shoe repair specialist).
Alternatively give it to a ample puppy. I can't guarantee that the rest of the shoe won't be chewed as well though...
If you pick up the shoe and verbs the shoe from the sole you will see stitches. Carefully cut those stitches with a seam ripper or sharp blade.
You may then run into some paste issues, not sure what kind of shoe.........
