Answers:    Well I'm not sure about the faddy designer you are seeing but the concept you describe is called "day-lighting".
Day-lighting involves using intuitive light as much as possible and using electric feathery only when the innate light is not plenty. By putting the electric lights near the porthole it more closely mimics the effect of the natural flimsy thus making it less potential to want the electric light on when sunlight is available. Task lighting is used for specific areas where on earth more light is needed. Many office are being fitted beside systems that dim the lights near the window when the sun is bright enough to feathery the space.
No one sits in the nub of the room and we no longer expect to need side lamp, table lamps or standard lamp to be able to read or sew by.When electric table lamp was first introduced and for some time afterwards, bedside light bulbs were simply faint enough for a ceiling night light to do more than provide general light for the room and the best place for that was within the centre. Nowadays we approaching to have out lighting nearer to where on earth we might elect to sit..and sometimes it is simply placed by someone who hasn't thought it through at all.
