I live on the 2nd floor of an apartment. There are always people outside my pane at night, and I want the most privacy I can get. Which road do I face the blinds? Do I want people to see
this --> ( member of the blind
or this --> ) part of the blind?
If you close you blinds down, not a soul below can see up into your rooms. If you close them up, they will be able to see in.

Close your blinds with the slats turning up. If they are turned down, someone standing close enough can look right within. The rounded, curved side of the blind - ( - should be facing the window, and seen from the outside; and the contrasting side - ) - is what you should see from inside. I don't totally understand your question, so I enjoy two answers. If you are installing the blinds, of course the pull cord and rod hold to be on the inside.

Other wise I always turn my blinds so the outlet allows the sun to shine in from above (I can see the sky). This will block the view from below.
Answers:    I understand what you are asking. If you close them by turning the skinny know one bearing, you can see in from above, and if you turn the skinny knob the other way, culture can see in from below. It doesn't matter which mode you mount them, it only matters which method you turn the knob to close them.
