Its typically call either a basement or a subterranean vault, though it often depeneds on the purpose of the room. For example, it could be a 'rec room' or 'playroom' for children :D That would be a basement, crawl space if you cant way of walking in it, coal room if it was used for storing coal backbone in the day or Cellar.
