we want to paint our basement. It previously have wallpaper until we took it down. There are spots where the wallpaper peel off paint underneath it. I'm hoping we don't own to strip all the paint rotten too, but want the new paint work to look nice as well. Thanks

If you want it to look "excellent"...strip the paint. If you are okay beside it looking "good"...spackle those spots.
