For a finished area surrounded by the basement that is to say used for an office:

Light Taupe walls, white ceiling, one wall painted maroon for an "articulation wall" and to make the room give the impression of being warmer.

Two hulking windows surrounded by the room.

Answers:    If the room is small I recommend lighter colors. Dark walls make a small room look smaller. If you desire to go next to an accent wall, trade name sure you add pictures or small detail to compliment it.
Anyway....if you paint it and don't resembling it.....you can always alter it!!
