I am removing plastic tiles from my kitchen walls & I want to paint the walls. However, there is only concrete beneath the glue & the wall above where the tiles be has a vary water down layer of a plaster type substance. What can I use (other than 1/8" drywall) to fill this contained by that I can paint over?I know I will have to do some sanding.
Answers:    Since you want a painted wall look, I would suggest looking into solid wall papers. Lowes have some great pre-pasted papers in stock that can be painted. Some look like infirm tin ceilings and others look like linen material. They hide a multitude of wall sins. I use them all the time. There are even solid papers that will cover over tile. This is the easiest and quickest fix. The other picking is to sand, and re-spackle the walls.
Sanding is a very bad opinion --- the mastic (glue) used to adhere the tiles may have asbestos or other toxin. In the solid/undisturbed form, it's not chancy. Sanding it releases the asbestos fiber -- the airborne dust/fiber is SUPER dangerous for your lungs.

I had a similar dilemma within a bathroom... and tried in vain to find a solution other than trial drywall. New drywall was really the only choice except wainscoating (which you can paint) or tile.

Good luck!
