Is it just everyday decking that have been weathered over years? or can you buy deck wood that looks that good?

Answers: Cedar will turn gray next to weather and age. Regular pressure treated lumber will also tend to gray slightly if left untreated. But Cedar is know for its graying intrinsic worth. But to get this color you can not stain it or treat it next to a sealer. Cedar has innate preservatives qualities. That is one of the reason it cost more.
This is normal weather where no further preservative have been used. You could treat standard boards next to liming wax to achieve like peas in a pod kind of look glibly, but it would cost the earth! So only lay your deck and neglect it for the weathered look!!
