I'm a newbie home owner and have made the mistake of painting my skirting boards near matt emulsion!
Does anyone know of any varnish or glaze that can be painted over the top to give them a sparkly finish that they should have?

Why not conversion them completely and fit uPvc boards using internal grade sealant. It means you will never involve to paint again and they wipe clean with a slimy cloth. Simply paint over the emulsion with a gloss undercoat, after liquid gloss.
If you want them to be varnished, you want to sand the paint off first.
Answers: You could go over them near a water based varnish but it is not just the thing and you make a rod for your back for adjectives decorating as varnish ought not to be painted over.
Instead I would over coat with a sea based wood undercoat and then put the corresponding marine or oil based top coat on, which will typically be a full gloss or semi (satin gloss) finish. Dulux Satinwood is a good topcoat finish.
