I'm using ply and want to seal it near something to stop formaldehyde off-gassing indoors.
The following company has a paint that they claim reduce formaldehyde emissions from plywood and MDF, although they catalogue no ingredients so you simply have to pilfer their word for it, which always make me sceptical:

Is this likely to merely be marketing BS?
As an alternative, I have hear that shellac is non-microporous, so it does not let surfaces breathe. Does this expect that shellac will totally seal surrounded by any formaldehyde and prevent off-gassing?
Answers: Kilz - and yes it is shellac based. Used to trademark in smoke from house fires so I'm sure it can manipulate the off-gassing.
Not all Kilz products are base on shellac, so be sure you get the ingenious version.
