A friend of mine had his kitchen remodeled and the electrics for the cabinets is noticeable in the put a bet on of the cabinets. It is also stapled to the side and the pay for of the cabinet and runs to the bottom corner to the recessed lights. I told him electrical wiring should not be stapled and not evident. I have never open a cabinet with exposed electric wiring. Not only that but the molding is not secured to the external cabinet. The doors on the front also enjoy a 1/4" or so gap when closed. I said the doors want to be flush, almost touching. Not a gap close to Dave Lettermans teeth.

I agree it sounds approaching shoddy workmanship and is probably against building code. However the wiring will most probable not cause a problem. If your friend is not well with the position then they should communicate to the contractor and ask that the wire be put into conduit.
Sounds resembling shoddy workmanship to me.
