If it's hose down base...Just use a nylon brush and Hot soapy water. They can be brushed out near no problem. If it's a oil base...U own to use a paint thinner and keep brushing it till it comes off completely. and than use hot soapy marine to clean out the oily underpinning. Don't use white spirit! It will damage the carpet aid (adhesive that holds the carpet fibres to the backing) Be sparing beside the water; don't soak, don't scrub, only wipe. Scrubbing carpet with a solution will damage it.

I would recommend using a professional carpet cleaning solvent. You should unambiguously read how to apply them though because it can damage the carpet if applied incorrectly. You can buy a cleaning solvent from any mat shop. Its what the carpet people use to receive stains off. Read the instructions carefully.
you could try some white spirit but this may bleach the carpet, i would recommend carefully adjectives it out. paint thinner.
They make paint "verbs up" wipes that work on wet paint and paint that have cured. Also, you could try a cotton swab soaked with a little bit of fastener polish remover (if it's a small spot of paint). Dried latex paint will come up with a product called "goof bad," available at most hardware and paint stores.
Answers:    Do not use any type of thinner, it basically spreads it around. Unfortunately the damage will be mainly done immediately, but in future preserve a bottle of polyclens brush cleaner (and kitchen roll) handy - this picks up the paint, I have used it for years. Perhaps other brush cleaners will work - but only while the paint is still drizzling.

Once paint is dry use a combination of scraping with a single edge razor blade (bought from from the chemist) and light sandpaper (depending on the carpet).
