Answers:    In domestic sculpture there is no primer for plastic (though lots of DIYers will relay you there is) The official way of drawing plastic is to key the surface next to wire wool and follow near two coats of gloss. But it is adjectives to chipping etc so you never do it unless you really need to.

If I be painting a Kayak I might try to prime it first beside a specialist primer like Prime-it plus, or Bullseye 123. Unlike other primers that rely on soaking into a surface, these primers try to paste themselves to non-absorbant surfaces like earthenware tiles. So I would go to a proper trade paint shop and buy a litre of that. Put a couple of coats on. Finish after near enamel paint.

Alternatively, you could buy cans of saloon spray paint, both primer and finish coat. Which is probably the best way.
The type of plastic that kayaks use should not be paintedd..I have a 12 foot loon and it came next to a repair kit...They own a special type plastic that if a hole gets probed surrounded by it rather by a rock or a low tree feeler etc. To repair this you apply heat beside a heat gun for the repair tools to take hold..If you ever enjoy to repair it..the paint will prevent a proper bond of the kit
