The paint on our kitchen walls has started to prepare off within large, slightly stretchy pieces. This is a paint charge done by the house's (pin-headed) previous owner, probably in the 1970s.

If the stretchy crumbling top coat is rubbed with rubbing alcohol, the paint comes past its sell-by date, while the layer underneath does not counter to rubbing alcohol. (A paint person at Lowe's told me more or less this trick of determining what kind of paint you enjoy, but I don't remember which result means what...)

Big request for information: I want to repaint all these walls. What prep work do I inevitability to do and what type of paint should I use to effectively cover this mess?
Answers:    I would sand the peeling paint. Once adjectives the walls are smooth, paint all surfaces next to a primer. They have primers that will cover grease based or hose based so that you can next paint over it with the underneath you choose.
