I painted some exterior wood with sherwin williams exterior high make notes on red paint and it wont dry completely. still has a slightly tacky have a feeling to it after 2 weeks.
What should one expect to clear to reupholster...
sounds like you get hold of some bad paint! could have be frozen , real old stuff!!
How feeble is it? you just get it? walk to the store you bought it and talk to the manager and hold him come over .. You might get a rep from the paint company to come over and redo the place! Humidity?
Go to B&Q (if contained by the UK) or some hadware store and talk to a sales asistant

Answers:    Did you apply a sealer or undercoat before applying gloss paint? There's probably moisture coming through from inside the wall.
