The plaster on the ceiling is very chalky and the new paint a short time ago keeps peeling sour as soon as it dries.. what can we do?

It could be a number of things:
* Humidity surrounded by the wall, this is why you never paint your house after winter, wait until mid or late summer.
* The paint is of discouraging quality.
* The paint is too thin, when you mix the paint beside thinner, make sure to have the right mixing ratio, the paint shouldn't be too thin yet not too gluey.
* Also, in some cases, you may need to crust off the old paint since you start with the new paint work.
Answers: IT sounds to me like you have a CALCIMINE issue.
If the ceiling is outdated ( mid-century or before) it was probably painted with a calcimine base paint, and nothing will stick to it.
Ask a professional at the paint store what to do. Today they make products that can cover calcimine.
I have this problem once and it was a nightmare...
