Answers:    If you don't spend much time thinking about curtains, it may relieve you to visualize a valence as a sort of box that hides the fantastic bunched-up curtain tops. An alternative is hanging a ruffle to cover the curtain tops instead of a valence. You can do that cheaply on a sewing contrivance or get a seamstress to minister to you. And yes, if you want to go the adjectives nine yards, the valence covers the sheer (privacy) curtain that go next to the glass pane, as well as a heavier curtain to be drawn when you want to save out light or cold.
