Also for a small 5'x4' small side porch to create a new entrance door.
Also is concurrence needed to turn main stairs around?
Also is sanction needed to convert a loft and ad spiral stairs?
A few asks here sorry but hope you can minister to.
Your best bet would be to send for your local building inspector and get the straight facts beforehand you do anything. More than likely you will entail a building permit for an extension or bright outside door . Anything inside you probably won't need a licence, but that's just my guess. So please close to I said contact the building inspector and have him ok it first, show him adjectives the specs and EXACTLY what you are doing. They tend to get amazingly upset if you start building without a travel document and believe me ,you do not want that. good luck

a 4' extension to full rear breadth of house? (17') Will this area be exempt
If this is the backbone yard, you may achieve away without a travel document as it may not be seen by city inspectors.
If you hire a licensed electrician or plumber for wishes, they won't touch it without a receipt. If discovered they lose their license.

However, aerial photos are regularly taken of sub divisions, and the extension can be see by comparing to previous photos. If/when that may be discoverd, your property will be re-appraised for taxes.

May never be notice, unless an inspector sees it. Has happen though, to my sister, Columbus, Ohio...back porch.
Both the above will not cost a fortune for a authorization, but will require licensed crafts.

Also is permission needed to turn basic stairs around?
Not inside.

Also is permission needed to convert a loft and poster spiral stairs?
Not likely. Still inside work. Licensed craft will be same problem.

I did lots of remodeling inside for a business. Got away near no permits. Lucky, I guess.

Good luck.
Answers:    You must first find out what your zoning regulations are as far as set backs.

If you do not receive the proper permits while the work is one done and you prepare to sell the house you will hold a title/taxing nightmare.

You need a grant for almost any renovation in my nouns.
