Answers: New paint that have never been open should never have a skin on. If you are doubtful in the region of what you are buying then rob a screw driver to the shop with you and unambiguous the tin in a faint out of sight spot short asking. Do it carefully so you do not desecrate the lid. I do this so that I can see the actual colour of the paint as colour charts are useless.
Open the tin in the shop,if ya find a lump afterwards happy days.
