Answers: I had to paint over wallpaper once when I discovered that the previous owners have glued the wallpaper directly onto the drywall. There be no way to remove the wallpaper short severely damaging the drywall. I would simply paint over wallpaper if absolutely required because the pattern of the wallpaper can show through your paint (depending on the template and the color and quality of your paint) and the wallpaper seam will show through the paint. So to answer your question, yes ... it is possible, but you're really much better past its sell-by date trying to remove the wallpaper first.
