lol, the Art Guys painted 1000 coats of paint on teddy bears, working telephone, bricks, absolute vodka billboards, the list go on... funniest paint job you will ever see. Pretty much anything. Just remember if its on glass it will outer layer. Wood will soak it up. Plastic may stain if you try to take the paint off after that.
Well, it's no sealant, but it can form pretty solid layers. No, you can't use it on _anything_ (I mean, you could try and most things would clutch to it alright, but not everything), but you could put some primer on nearly anything and the acrylic will adhere to that.
It's tough to give you appropriate advice, though, when you have so little information for associates to go on. Do you *want* it to be permeable? Not permeable? Permeable to what? What _are_ you trying to paint? Where will it be used/left? What's the application, what reason are you asking for? Giving more info get better answers.

Answers: Water vapor can work it's way thru acrylic paint. You can't use it on everything; the paint container will tell you exactly where on earth it works best and worst.
