Answers:    the base board shoul be installed higher than the laminate floor so the laminate has room to epand and contract. if you don't disappear expasion space for the laminate, it can cause your boards to swell and pop at the seam
No. You just don't want it so tight that the laminate couldn't expand and contract and slide beneath the trim.
