I like deep colors-- gem tones. There is a lot of trim in the room which is currently white & the runner is off-white. The windows are a focal point so the blue will definitely stand out. The room get lots of sun (south facing). I'm thinking of either staying in the blue nearest and dearest (maybe even lavendar?) or heading towards terra cotta...
Sounds yummy! Velvet is such a great texture. With all the white trim it's habitually nice to paint color on the walls so good idea. Either color would work depending on other accent and textures. If the room tends to come across warm go near the blue paint. Blue colors seem to be a preference for most. However if the room seem cooler, try the terra cotta. Either way it's your home... picture yourself in the room and consider accoutrements, plants, mirrors, lighting and other textures while shopping. It will help beside your answer too. Good luck! I would say to definitely stay within the blue family. "Violet Vignette" by Sherwin Williams is a great shade. Bring it all together beside a big piece of art!
you don't want to make the room too foggy by painting a dark color so i would do a butterscotch color or a creamy white possibly rotten white- depends on how much sun...if its too much then don't go sour white- it might be too bright...
you could go to a craft store and get pillows/fabric to game the color of the curtians and use those on the couch to blend the room, then get little decorations resembling an orange figureene *like a buddah doll* and little candle holders with t-lights within them...
just some ideas
OH! another possibility for extras would be a simulated plant or two in the corner(s)

I like your notion of doing a terra cotta. I think the color called "autumn berry" (# 7174) from their Sandscapes faux finish collection would look stunning.
