and never got the final inspection, very soon i sold the house, and i need to gain the final inspection done, but no sure what to say to the city, why it took to long to call upon for final, and of course, my building grant expired on february of this year, i just necessitate advise

Answers: You guide on down to the building department and renew or repurchase the building permit - later get it inspected. You aren't the first home handyman who be a little slow getting the work done. They basically want their fees - hopefully they will still accept the untested plans and have not made any code change - and you need to enjoy that inspection for the deck to be considered in the appraisal - it can be excluded from the expediency of the house, but it is just better to gain the paperwork now and win it over with.
Avoiding the problem is just going to make it worse. Get the inspection done, money the fines and move on next to your life.
