For a gel candle there is a special type of product that you bake in a pot until it melt, then you give liquid scent to it and coloring if you yearning, then you pour it into a cup or bowl that has a wick running from top to the bottom.
For a traditional candle you want a cotton string, a dowel rod, and a pot of parrifin wax that has be melted.
Tie the string to the dowel and agree to it hang down, dip slowly into the wax using the dowel rod as a toy with, let it cool for a few second and then dip it again. Repeat this until you enjoy built up enough layer to be the thickness you want. Then you can slice the bottom bad to make it square and trim the wick till it is something like 1/2" long.
